Croydon Council refund process
Motorists who received penalty charge notices (PCNs) in certain Croydon Low Traffic Neighbourhoods (LTNs) may now be eligible for a refund following a High Court ruling that affected six traffic schemes across the borough.
Croydon Council has confirmed that residents and drivers can submit refund requests for eligible fines issued between 30 March 2024 and 4 March 2026. The decision follows the council’s choice not to appeal the court judgement and to remove the affected schemes. Enforcement activity on the impacted roads has also ended.
Why Are Refunds Being Offered?
The refunds relate to six Healthy Neighbourhood traffic schemes that were made permanent in 2024. Following a High Court judgement, Croydon Council decided to accept the ruling rather than pursue a lengthy appeal process.
As a result, the council removed the affected LTNs and introduced a refund process for motorists who paid fines connected to those schemes during the eligible period.
Which Roads Are Included?
Refunds apply to PCNs issued within the following six Healthy Neighbourhood schemes:
- Albert Road
- Dalmally Road
- Elmers Road
- Holmesdale Road
- Parsons Mead
- Sutherland Road
Only fines connected to these locations and issued within the qualifying dates are eligible for reimbursement.
Who Can Claim a Refund?
You may be entitled to a refund if:
- You received a PCN in one of the six affected LTN schemes.
- The penalty was issued between 30 March 2024 and 4 March 2026.
- You paid the fine and can provide the information needed to verify your claim.
Drivers who received penalties before 30 March 2024 are not eligible because the court ruling specifically related to the decision that made the traffic orders permanent in 2024. Earlier penalties are not affected by the judgement.
Why Aren’t Refunds Automatic?
Croydon Council has explained that automatic refunds are not possible because each claim must be verified individually. This helps ensure payments are made to the correct person and that records match the original penalty.
Claimants may be asked to provide:
- Personal contact details
- Vehicle information
- Payment details
- Other supporting information required for verification
The council will review each application before processing any refund.
How to Submit a Refund Request
Eligible motorists can complete a refund request through this website. The council will then check the claim against its records and confirm whether the refund can be issued.
Drivers who believe they may have been affected should submit their application as soon as possible to avoid delays and ensure their claim can be assessed.
What Happens Next?
The total cost of the refund programme is not yet known and will depend on the number of successful claims submitted. Croydon Council has stated that refund costs will be met from existing budgets rather than through additional council tax charges.
